The Companions Ask the Prophet ﷺ About Allah
"O Muhammad ﷺ, if my slaves ask you about me" — he doesn't say قُلْ, he doesn't say tell them I am near. He just says I am near. He cut out, he removed the messenger from the equation.
To show you he really is close. It's a way of love for Allah to say:
"If my slaves, they are mine, they belong to me, they are my beloveds. When they ask you, O Muhammad ﷺ, about me — step aside, I am going to answer them myself."
إِنِّي قَرِيبٌ — I am near.
And then he adds to that: أُجِيبُ دَعْوَةَ الدَّاعِ إِذَا دَعَانِ — He used the word du'a three times. I respond to the caller when he calls. Whenever he calls, I am going to respond.
فَلْيَسْتَجِيبُوا لِي — Why don't they also respond to me?
وَلْيُؤْمِنُوا بِي — Why don't they also believe in me?
لَعَلَّهُمْ يَرْشُدُونَ — So that they may be rightly guided.
